Yet the movement of people across borders lacks global regulation, leaving many people unprotected in irregular and dire situations and some States concerned that their borders have become irrelevant.
A holistic, international legal framework for human mobility is needed. The Model International Mobility Convention proposes such a framework.

After nearly two years of study and debate, the Model International Mobility Convention represents a consensus among over 40 academics. It serves the ambitious goal of creating a holistic, rights-respecting governance regime for all aspects of international migration, filling in the gaps in the existing international legal regime and expanding protections where needed.
